While Biden represents continuity as much as Obama does change, it's a solid choice. He brings foreign policy experience and can stay out of Obama's way. That's all that's really necessary. As an added bonus, Delaware will now give Obama 99% support, rather than the 97% it would have given him with any other VP choice.
As a rule of thumb, if you have a strong Presidential nominee that can win on his own, you pick a VP that pretty much stays in the background. Ex: Cheney, Lieberman, Gore, Bush 41.
If you think the Presidential nominee is in trouble, you go after a VP that will help you win votes. Ex: Ferraro, Bentsen, Edwards to an extent.
Keeping this in mind, who will John McCain select? A pick like Rob Portman or Tim Pawlenty will say a lot more for J-Mac's confidence than a Romney choice would.
